Doctor in Law (University of Buenos Aires - UBA), Founder and former Director of the Centro de Estudios en Libertad de Expresión y Acceso a la Información (CELE), Palermo University - Law School. Formerly Executive Director of Due Process of Law Foundation with headquarters in Washington DC. Between 2002 and 2005 OAS Special Rapporteur for Freedom of Expression for the Inter-American Commission on Human Rights (CIDH). 

Bertoni is an Argentine lawyer, graduated from University of Buenos Aires, former trainee at the Institute of Human Rights, Law School, Columbia University, New York, and at the National Endowment for Democracy. He has a Masters Degree in International Policies at George Washington University. He is also professor of law at University of Buenos Aires and New York University. He has dictated graduate and post-graduate courses, including "Human Rights & Internet" and "Cyberspace and Crime". He was formerly a legal adviser in several nongovernmental organizations in Argentina and abroad. Author of numerous articles on human rights and technology published in law journals. He is also author of opinion articles published in the most prestigious newspapers in Latin America, Europe and United States. Whether as an author or compiler, his best known books are "Internet Defamation", "Internet and Human Rights", "Towards an Internet free of Censorship" and "Freedom of Speech and Rule of Law".
